Road transport and roads

The length of roads in the Abay region is:
  • Republican roads - 2,176 kilometers;
  • Regional roads - 1,611 kilometers;
  • Local roads - 2928 kilometers.
In the Abay region, 865 km of roads of regional and district significance were repaired, as well as 223 km of the road network of the city of Semey.

Air transport

Semey International Airport.

The air harbor was put into operation in 1982. The airport's capacity is 200 passengers per hour, including 80% on domestic and 20% on international lines. The total area of the building is 3500 m2. Concrete pavement runway, size 3100x45.

In 2015-2018, under the state program "Nurly Zhol", work was carried out to reconstruct the runway, taxiway, as well as the construction of an emergency station, a central distribution point, a boiler house, a water station and the reconstruction of the airport terminal. The cost of reconstruction then amounted to 10.715 billion tenge.

Today, the air harbor of the city proudly bears the name of the writer and educator Abai Kunanbayev.

Currently, regular flights are operated on the routes: Nur-Sultan - Semey - Nur-Sultan; Almaty - Semey - Almaty; Shymkent - Semey - Shymkent.

Energy infrastructure and heat supply

Today, the centralized heat supply of the Abai region is provided by 4 large heat sources with a capacity of more than 100 Gcal/hour (CHP-1, RK 1, boiler center and boiler house in the village of Zhezkent) and 40 heat sources with a capacity of less than 100 Gcal/hour (19 units in Semey and 21 units in 6 districts of the region). In addition, there are 273 autonomous boiler houses in the region. The total demand for coal in the region for the heating season is 1.2 million tons (595.4 thousand for centralized heat sources, 564 thousand for the population, 83.1 thousand tons for budgetary organizations). Of these, 727.9 thousand tons have already been delivered.

Also, as part of the order of the head of state, the Ministry of Energy decided to develop a feasibility study for the construction of CHPP-3 in the city of Semey. At present, Samruk-Energy JSC has prepared the terms of reference for the development of a feasibility study. This will increase the productivity of thermal energy and replace numerous obsolete environmentally unfavorable boiler houses.

Water transport

The Irtysh River is one of the main waterways of the Republic of Kazakhstan.

In 1962, by order of Glavrechflot No. 82 dated August 14, 1962, an independent enterprise was created on the basis of the Semipalatinsk technical section - the Upper Irtysh Basin Track Administration (VIBUP). The following waterways with a total length of 1964 km were transferred to the enterprise.

In 1996, instead of the Upper Irtysh Basin Department of the track, in accordance with the Decree of the President of the Republic of Kazakhstan, having the force of the Law, dated June 19, 1995 No. 2335 “On the State Enterprise” and Decree of the Government of the Republic of Kazakhstan dated June 25, 1996 No. state enterprises”, 3 independent enterprises were created in the cities of Ust-Kamenogorsk, Semipalatinsk (now Semey), Pavlodar. The successor of VIBUP in Semipalatinsk was the Republican State Treasury Semey Enterprise of Waterways.

In 2015, as a result of the reorganization, the enterprise merged into the Republican State Enterprise "Irtysh Waterways Enterprise" of the Transport Committee of the Ministry for Investments and Development of the Republic of Kazakhstan as the Semey Branch of Waterways.

In 2016, the Semey branch of the Republican State Enterprise "Kazakhstan su zholdary" of the Transport Committee of the Ministry for Investment and Development of the Republic of Kazakhstan was established.

In 2019, in connection with the renaming of the Ministry, the branch was renamed into the Semey branch of the Republican State Enterprise "Kazakhstan su Zholdary" of the Transport Committee of the Ministry of Industry and Infrastructure Development of the Republic of Kazakhstan.

The subject of the Company's activities is the implementation of production activities for the proper maintenance and development of waterways, navigation systems and navigable hydraulic structures (locks) in order to ensure the safe navigation of ships within the serviced boundaries, for the maintenance, development and operation of coastal electronic navigation systems used to accompany and monitoring of sea vessels, with the transfer of operational information and other information to the vessels in real time.

Gas

The Ministry of Energy of the Republic of Kazakhstan is working on updating the general scheme for gasification of regions until 2030. Semey and settlements of the Borodulikha region are envisaged as gasification facilities at the first stage. The need for natural gas at the first stage may be about 660 million cubic meters with a total gas supply coverage of 38 settlements of Semey and the Borodulikha region after 2030.
